BCIP-19: BandChain Upgrade v3.1.3 Approach

Context

This proposal introduces an upgrade to BandChain including:

• Dependency updates
• A change in tunnel behavior to allow soft deviation to no longer be restricted by parameters, meaning:
  • No minimum restriction for soft deviation
  • Soft deviation must still be ≤ hard deviation
  • Supports use cases where all signal prices must be included in every update packet

The upgrade follows a soft upgrade approach:

• Current logic is used until a specified block height
• New logic activates automatically after that height
